argocd: add argoplane shell bundle to ENABLED_EXTENSIONS

The metrics/networking/logs/events feature bundles register their views via a window 'argoplane-view-registered' event that only the argoplane shell bundle consumes. Without extension-argoplane.js no tabs render in the UI. Co-Authored-By: Claude Opus 4.8 <[email protected]>
